I also have the same problem, I installed the latest plugin, but nothing has changed only first row is uploaded.
Look at errors in your log (WordPress debug log or PHP log).
Okay well all I did is, I updated my WordPress version to the latest one, everything worked just fine

I have the same issue :
When I use the file you provide as an example test.csv, all runs perfectly.
But if I change a little bit of your file, or upload file of my own, only the firt user in the csv file is created (that is the second line of the file as the firs contains column names).
Problem with the end of line character ?
The OS in my personnal computer is windows 7 and my website is hosted by OVH

that’s me again.
I have realized with more tests that the problem is not the csv file.
The importing process stops with the first row when I ask to send emails to inform the users.
So it’s a problem with my site email configuration. I ask the person who created the site
