Confusing Configuration

Hello,

I am try to do these shipping rates just by weight for all the products in one shipping class

for example

1. USA – $5 for first 0.5kg and then $2 for every extra kg
2. Dubai – $7 for first 0.5kg and then $4 for every extra kg
3. Russia – $13 for first 0.5kg and then $3.40 for every extra kg

and so on…

please help me in this regards because i can only speak English and i cant understand your tutorial.
