Your theme may be rigid in the way it presents the menu. Have you tried installing a mobile plugin? This will allow you to choose a custom mobile menu or even create one for you.

There is a very good reason why the mobile menu does not show the expanded menu as on a desktop. In mobile view there is not enough space to show all the menu items and that would make navigation not mobile friendly.
Is there a reason why you would not want a mobile friendly menu?
You are using Storefront as theme right?
Oh wait if I understand correctly, you want the mobile view, just not the submenu to expand?
But even if they expand in Mobile menu, they are clickable?
Storefront has 3 options to assign a menu to.
Primary
Secondary
Mobile
If you create the mobile, dont assign the submenu’s and they wont appear in mobile view.
You should present the submenu’s on that parent page, to still guide the mobile viewers to the subpages as soon as they land on the parent page.
I still wonder why that would be a good idea though?
