However, for all of these pages, the top menu for each page doesn’t display the other “What We Do” page links even though all the pages are listed under that menu. This contrasts with older pages on our site like http://www.eagletransfer.com/office-relocation/ for example, where the user can see links to the pages at the top menu.
Is anyone aware of a way to fix this and get the links to display on the top menu for all of the new pages?

I think that this depends on your theme and it seems that your site has two different menus, one above the other (“Home” and “Overview”). So I suppose there must be some option in your page editor to decide whether for a given page the bottom menu is displayed or not.
So maybe you have to open the newly created pages and look for that option.
This is just an hypothesis because I don’t know your theme.
