This is probably caused by something that changes the encoding format of either the plugin files or the theme. There are no other reports of this issue so it should be related to your server setup. If possible do try on another server and let me know.

@ejwjohn. I can confirm that the plugin does work with WordPress 4.6.1. I just carried out a test in one of my testing sites with a huge amount of plugins and it works really well.
What you can do is the following, deactivate all your other plugins and then carry out another test. If that does not work then test one of WordPress default themes like Twenty Fifteen or Sixteen.

I did what you asked and deactivated all other plugins. the site is already using the standard WP 2016 Theme.
If you look at the site now it has the same level of corruption on the Privacy page !!!.

May be the content of the privacy policy has got corrupted. Try Deleting everything in the privacy policy content section in the popup and then click update. Open the popup again and the content section will load with default values and click update again to save.

Followed your instructions and the Privacy page now appears to load up correctly, i will say that the link that you provide to learn more about Privacy generates a 404 as there is a message to indicate you are updating the instructions etc….
Ok re activated my Plugins and reloaded the Privacy page again with no issues.
Back on the development site that is on a private server, i did not deactivate my plugins but just cleared the Privacy text as you indicated and then reloaded the Privacy page as directed and that site is also not working.
