It apparently prevents an action from taking place twice. In this case, I’m guessing the action being prevented is submitting the same message twice. Sounds like a good thing to me, in general. It probably comes with a cost, like extra processing power and slowing the site down a tiny bit, which may be what this review is alluding to, but I’m just guessing…
