Message: Error establishing a database connection. What it is?

Dear user,
Could you please confirm when did you receive that error? I mean, after which action? We are very sorry that you are receiving that message, but it’s not our plugin firing it and it seems to be a WordPress DB connection error (more info here: http://www.wpbeginner.com/wp-tutorials/how-to-fix-the-error-establishing-a-database-connection-in-wordpress/)
