Download Link Area – Non-existent

When I go to Add New and the Downloadable Files/Versions section on the page, nothing shows up when I click the arrow up or down. There is no place to upload the file any longer. There used to be. I have wordpress 4.6 and have tried Safari, Chrome and Firefox.
