What is/isn’t translated is extremely out of date now, unfortunately.
To contribute to translations for any wordpress.org plugin, just go to the plugin page, and click on the “Translate this plugin” button in the right-hand column. In this case, it will take you here: https://wordpress.org/plugins/two-factor-authentication/

I’d like to translate the front end settings, but the strings aren’t available in the translator on wordpress. Could you perhaps add them ?

Thank you. That should now be fixed in the just-released 1.2.14. I’m not sure if it’ll take wordpress.org a few minutes or hours to catch up.
