    Hi Carlos,
    access to the plugin’s settings page is granted to users with “manage_options” capability (wordpress-add-custom-css.php, line 98).

    If you don’t give that capability to the new role, they won’t be able to access the “WordPress Add Custom CSS” plugin’s settings page.

    Can I give this new role access to other plugins specifically ? ..by name .. how can I do that?

    I think you need a plugin to do that, something like
    https://wordpress.org/plugins/user-role-editor/

    You should ask in the general support forum about that, since it is not directly related to this plugin you may find a better support there!
