You somehow have to remove that code and rever back to what was a working versin of your functions.php file.
You will need some sort of server access. This will msotly be either FTP, SFTP, SSH or a file maanger thorugh your hosting accounts administration area (not the WordPress admin area). If you are not sure what’s available contact your hosting companys support team and they’ll be able to tell you waht is, and isn’t, available to you.

Yes, that is the easiest way.
That is surely the easiest way out. All you need to do is to upload the unedited function.php using FTP or the file management your host provide.
