library/online resource display type plugin

Hullo there

I need a plugin (if there is one or one I could customise) that would allow me to have a form where users could add data on articles that had been written then it be displayed on another page for reading.

So I guess this would be kinda like a library that users could add books too. I’ve had a look at the plugin directory and there doesn’t seem like there is anything quite like this there. Anything I can customise??
