Sorry but I have a lot of questions for you : Have you installed any plugins? Or is this happening out of a fresh install. What changes did you make in wp-config and functions.php ?
Are you sure your server is up and running ?

What OS you’re using, what Server environment did you install –
AMMPS, WAMP, LAMP, LEMP, Bitnami, etc…
I have the same problem as well. Installed DesktopServer on Windows7, got the same error message- site can’t be reached. Same message in Chrome,Firefox and Opera. Happened at first as I tried to install WP on this localhost.

When you say DesktopServer are you referring to this plugin here: https://wordpress.org/plugins/desktopserver/
Did you start seeing the message after you installed the plugin?

I also have the same problem. I don’t have access to my site which is on the localhost. I used xampp and I have windows 10.
