How to include CC for e-mail

There are times you want the e-mail to go to two people. The first being the person to address the issue, the second to the person who manages / coordinates / planning. I attempted to have two people in the To area, which fails because it attempts to send out as:
<person1@example.com; person2@example.com>I was able to have the To include person1@example.com and the Mail Additional Headers include: CC: <person2@example.com>
