You can find a setting under WooCommerce -> Settings menu page. Go to the Shipping tab. Under this page, go to Shipping Options link.
Here you will find ‘Shipping Destination’ setting, set this option to ‘Default to customer billing address’. This will make the default shipping to the billing address for all the users.

On the checkout page, you will find a checkout next to ‘Ship to a different address?’ section. Users can enable and set a different shipping address if required.

I am sorry I misunderstood your query.
I did some research if this was readily available by WooCommerce. Sadly, I did not find anything prominent.
What I think is, you may need to get this customised, as this feature is not provided by WooCommerce.
