I hope this isn’t a stupid question but lets say I have 50 people accessing different pages at he same time and I disable a plugin say WooCommerce on the homepage because I don’t need it but someone is accessing a page that does need WooCommerce and on that page WooCommerce is enabled via the Global option so will this only disable WooCommerce on the homepage where I have disabled it but still leave it active on the other pages?

Each page load is a separate process in your server. One page load will not affect others. It is based on the URL being accessed. If you disable a plugin on the homepage it will only be disabled on the homepage.
