I think you’re saying that the dashboard looks wrong because its CSS is missing. Have seen this happen a few times.
1) Dashboard > Updates and reinstall WordPress. Better now?
2) Temporarily deactivate all plugins. Better now? Then one of those plugins was to blame.
No improvement? Let us know.
Make sure the contents of the theme are correct. Sometimes I’ve downloaded themes that didn’t have the correct contents (bad link or something possibly on the website’s part). If even one file is missing it won’t show up in Dashboard.
Also try downloading another new theme from a totally different site and see if this theme works.

Have you tried a different browser?
Check permissions are 755 for the wp-admin folder and other folders within it.
What’s the url of your website?
yes diferents browsers anf wp-admin is 755
