server error log.

A Video tutorial I followed in deleting and recreating WP with quickinstall suggested that I delete everything via File Manager, after that I should us Config file to reinstall the files. Question, is how can I use the config file when it has been deleted with the other files. Now I’m unable to access anything on the site except getting this 500 Internal Serve Error. Can anyone help. I urgently need to populate my site.
