Syntax error using mail-tag

I have a select field that allows a visitor to select an option that is mapped to an email address:

[select topic “General question|email1@example.com” “Press inquiry|email2@example.com” “Website inquiry|email3@example.com”]

According to this page, I should be table to use [topic] in the “To” field. However, this is giving a syntax error.
