What is an “optin” – do you mean “option” are you deliberately abbreviating the word or what? If you are abbreviating it, why – better to be clear in your writing than try to use a minimum of letters.

Bob, That form at the bottom is called an opt-in. Sometimes it is written without the hyphen.
He wants it so that when someone scrolls to the bottom of his posts, that, or a similar form pops up, in a delayed fashion, I imagine using CSS animation or something.

I think that’s ‘hellobar’, and it’s a bit dated I think.
