xml sitemap plugin question

    Hey how are you ?

    I have one question please.
    I`m done with my new site and i plan to install plugin Google XML Sitemaps by Arne Brachhold.

    What i want to know is:
    1)When i have to install this plugin.. and build my sitemap
    -before i start post in blog
    -when i create all categories and then build my sitemap

    2)When i have to send xml sitemap in webmaster tools
    -from the start with 0 post`s in my blog
    -after couple days when i have several post
