Action Bin to post not functioning properly

    When I bin a post either individually or as a bulk action it does not show a link tab with no. of items in bin ( All | Publisheded | Bin). It does however after i bin a post acknowledge that it has been binned by the pop up banner in the top.
    I have tried the usual things to rectify
    – Cleared browser and server cache
    – Disabled all plugins
    – Changed theme to 2016 from my current theme
    – reuploaded latest version of wordpress via ftp.

    Any help or pointers would be gratefully appreciated.
