Reinstalled WordPress, website is reset

Hello,
So my website was recently hacked so I had to take it down.
I downloaded the files and database, requested a clean sweep from my hosting provider and then did the following:

1. Overwrited all files of my previous sites with a freash WordPress package except for wp-config.php and my wp-content folder
2. Uploaded to server
3. Imported database

When I go then to access my site, it asks I install it anew. No posts, products or media files even though they are all there!
I already tried checking and repairing my database tables, is there anything else I can do?
