I see that when emails come through that shortcode work. I am not getting welcome user email and not always getting admin client registration email. How can I fix this?

I have 3 notices
There’s a known bug regarding multiple notifications as listed here. Can you tell me how many users you’re sending your notification to?
when I send the test I get it but shortcode are just shortcode not links.
Please have a read about sending test emails in the documentation at the bottom of this page.
Then when I set up a new user (subscriber). I don’t get any message to user or admin.
Can you elaborate on what you’re doing here so that I can try and help?

Thanks for the message back. I am sending notifications to 1 person the admin.
What is happening is when I add a new user I don’t see an email come through to the user or the admin BUT when I test send a test on the notifications I as the admin get them?
