    Despite my best efforts I have been unable to enable the “Add New” plug-in button.

    At first I thought it was because I wasn’t a Super Administrator. So I went through all the steps to create a Network Install and make sure I am set as a Super Administrator. That is all working now. Now, it turns out that even in my Network Administrator panel, I still don’t have the “Add New” plugin. I used the following URL to test:

    http://<site>/wp-admin/plugin-install.php
    (where site is my host)

    When I do this, I get a message about having “insufficient permissions”. I am convinced there is some setting that I should be enabling in wp-config.php but I cannot find any help on this.

    are you logged in as administator of your self-hosted WordPress.org based site?

    <site> should be your domain url, not the host

    First, let me say thank you. I appreciate the time you took to read and reply to my question.

    Yes, this is a self-hosted installation. I installed WP on Centos 6 with the RPM from EPEL.

    In this particular case, <site> is an IP address for a sandbox environment but I have the same problem on my other installations where <site> is something like “www.mydomain.com”.
