SQL error when uploading CSV

I am getting the following max connection error when trying to upload a CSV file. Then entire website goes offline.
Warning: mysql_connect(): User zLXds88MEBALx4A already has more than ‘max_user_connections’ active connections in /hermes/bosnaweb10a/b2084/ipg.dipseavolunteersorg/wp-includes/wp-db.php on line 1515
Error establishing a database connection
This either means that the username and password information in your wp-config.php file is incorrect or we can’t contact the database server at dipseavolunteersorg.ipagemysql.com. This could mean your host’s database server is down.Are you sure you have the correct username and password?
Are you sure that you have typed the correct hostname?
Are you sure that the database server is running?
