Woocommerce API product fetch

I want to build ( hand over to a developer to build ) a woocommerce store / wordpress website , but before that i need some researching about some information.

– The store will need to fetch data from some API’s ( eg. ebay.com ) – as researched this is possible .
– The fetched products will be retrieved by customer applied filters ( eg . Whirlpool Washing Machine )
– When a new product is added to one of the 3rd party websites ( eg. ebay.com ) with the selected filters by the customer the product is added to the store but its shown only to the ones that have the filters .
– When the product is available the customer will get notified ( by push notification on mobile )
– The product will redirect the customer to the 3rd party product page.
