Woocommerce Cart Always Empty

Hi can anyone offer a solution to this, having trawled the web to no avail.
When I add a product to cart, if states product added – yet the cart is empty. This seems to be spuradic, as when logged in – it often shows the addition (but not always).
Woocommerce is on latest version, as are plugins and theme – I am not running any caching software.

I have disabled all plugins and switched theme to 2016 with only woocommerce active, the problem still occurs. It’s as if the cookie isn’t being stored for logged out users. I have cleared all transients, sessions etc in woocommerce and a still left scratching my noggin.

Any help would be greatly appreciated.
