Problem with state free shipping

    First, congratulations for the great plugin.
    iI work with delivery only to one country so I eliminated the selection of country and state leaving only the ZIP Code field, in my case CEP in Brazil. I need to create a rule where certain state receive free shipping and just entering the CEP (Zip Code) is not working.It´s necessary to maintain the selected state field? You can make this filter without it in any way?

    The zipcode condition doesn’t require any other field to work.. could you post some screenshots of what you’ve setup?
