Can't Access Settings

I can’t access the plugin’s settings. It does not show up in my settings menu and when I click on the settings on the installed plugin’s page it says “You do not have sufficient permissions to access this page.”

I have already uninstalled and reinstalled the plugin. I have also cleared the cache. I’m not sure what else to do to fix the problem.
