error http 408/409

Does anyone now why I can’t access my website. I get the above code or most of the time…oh we can’t reach your page. Othertimes is comes up but most pictures missing. It is so inconsistent. I have never had the trouble I have with using wordpress with any other website. Does anyone else have these issues please. I cannot actually access my site to correct an error which is really bad.
