Yes , The issue only in local. I don`t know why this happened in local . Is the plugin need any specific requirement like curl or something ?

The plugin does use cURL to fetch the XML.
As to where you can find the XML, a link should be available in your Klantenvertellen dashboard. For questions about the location or the XML I would advise you ask Klantenvertellen directly.
