mobile site showing old version

When I visit my site on a mobile device, it shows an extremely old version. No matter what I do to update it, nothing changes. This is true on multiple phones and tables.

What can I do to get the correct version of my site to show up? I wouldn’t even mind disabling the entire mobile version solely because it looks so terrible compared to the web version.
