Not sure if you’ve resolved this, but where are you hosting your blog on? I just solved this problem in godaddy a few minutes ago. If we’re on the same hosting site, I can help.
I am hosting on Smartyhost. I have got the problem fixed to an extent, by using 777 as file permissions everywhere, but not happy with that solution as numerous people say that is a security risk. Not sure how that works, but doesn’t sound ideal.
Did you experience this after a transfer from a directory to another? Yes, 777 IS a security risk, and is best avoided as much as possible.
Have you checked if the folder/path exists?
Have you read this article? It talks about setting permissions and all using an FTP client.

This is one reason I suggest you turn off Organize my uploads into month- and year-based folders because you are going to have a problem with permissions every month when a new directory needs to be created. Just let them all go to /wp-content/uploads.
I’d really like to help, and I’m doing research on my own too. I’ve only experienced dealing with justhost, godaddy, 1and1, and hostgator. 🙂
