Scroll Issue

Hi! I’m working on my client’s website at http://www.nicolettascatering.com and I keep having an issue with scrolling. When I try to scroll down, the header and menu will sometimes get stuck in the middle of the page. Sometimes I can’t even scroll down far enough to see the footer; it does this weird flashing thing and won’t let me scroll any further. How do I fix this?
