Google Dev Console not connecting

Hi,
I have been following your explicit instruction for easy WP Plugin Setup. Thank you for them. But, I think the Google Dev Console Instructions are out of date.
Of all the social networks this one is the one that is not connecting.Can you please help me trouble shoot the issue? For example, I don’t see an option to “enable API” within GDC. I may already have it active. With keys in place this is the issue I am getting from your testing API environment. It is a bit above my knowledge level. At this point I have tried every option within the Google Dev Console including verifying the site.
