Did you set the browser API key and OAuth client ID in “Google Photos Picker plugin settings” section in Settings -> Media page?

The button is available only in text mode.

Yes, it is from the TZ plus gallery plugin. But I don’t want to use this one because I have to publish the pictures on Google+ before I can use in the plugin.

It’s strange. If the browser key and client id are set in the Media settings, the button should be shown at least regardless it works or not.
What’s your WP version? Can you delete and reinstall this plugin?
Are you using any other plugins for text editor?
