Plugin Reqest system (networked)

Hey,
I’m starting up a network under the name JSHost (still very much in development), to provide free wordpress hosting. I want to use a networked system to make it easy for everyone but I also want every sub-site to be able to “request” plugins.

I am looking for a plugin which can add the WordPress Plugin Directory to the sub-site admin dashboard but remove the “install” button and replace it with a request. This request then needs to be handled in some way to make it easy for a network administrator to quickly assess and then install if compatible.

Sadly I have no knowledge on the coding which would need to go into a WordPress plugin, but if there isn’t something which could do what I want, I guess i’ll have to learn to code for WordPress…
