    I’m having the same problem a lot of people are talking about. I have tried everything with the changing file permissions and its not fixing anything. I looked in to (Go to Dashboard > Settings > Media > check the uploads directory is correct.) I do not have the (Store uploads in this folder text area or the full URL path to files test area, I only have the check box Organize my uploads into moth and year based folders) In my WP-content folder I only have plugins. themes, and upgrade. I DO NOT have the uploads folder.

    I have looked around to find how to fix this problem and have not found anything. I uploaded WP on Friday night form WP.org.

  • Have you tried:

    – deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).

    – switching to the Twenty Eleven theme to rule out any theme-specific problems.

    resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.

    – re-uploading the wp-admin and wp-includes folders from a fresh download of WordPress.

    SO I have tried a few things. Deactivating all plugins, resetting the plugins folder form FTP, re-uploading the wp-admin and includes folder from a fresh download. after all that did not work I did a complete fresh download. and still nothing. When I did the fresh download I had to connect WP to the server manually by adding my info right in to the code. This changed nothing with the (Unable to create directory wp-content/uploads/2016/02) I believe this have more to do with connecting with the database. what should be happing is when adding a image it will crate a uploads folder in the
    wp-content folder. and it is not doing this so there must be a problem with the database connection. This is only a hope.

    my database is in a Deluxe Web Hosting Windows. could this be a problem?

    Problem fixed. windows hosting is the problem. it was not letting the database to create a uploads folder.
