Where do I install plugins?

    I have to be nuts. I’ve seen screen-capped how-to’s, but my WP always seems to not have the next step. For example, if I go to settings under admin to enable plug-ins, I can’t access Network Settings. I want to install Yoast SEO, and I, apparently, am computer illiterate.
