Download the image attachments

Hi. Using the directory listings, is it possible for an administrator or Role of choice to download the uploaded files.
Scenario:
I use a form for clients to upload images of their damaged vehicles, I receive an email from the notifications of the form which provides me with links to each image. Using the directory plugin, I need an administrator to now download the images which have been uploaded by the client for each case. Is this possible?
