That will walk you through getting started with an installation.
Once you have a working WordPress installation on a hosting provider, you can import your existing Blogger site from Tools -> Import in the WordPress site’s Dashboard.

Well, no, it means you’ll need to pay for a hosting provider. Then you’ll install WordPress on it, so your designer can do a whole lot more than he could with WordPress.com and a WordPress.com Premium Plan.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://codex.wordpress.org/WordPress_vs_WordPress.com
WordPress.org is completely free software, but you do have to pay for a hosting provider.

Oh okay thanks for clarifying! I bought my domain on http://www.domain.com previously so I just have to install wordpress there.
You can buy hosting there, but you don’t have to.
A domain can be pointed to any hosting provider. 🙂

A domain is essentially just a name. Hosting is where everything that name points to lives. 🙂

I don’t have any recommendations for Singapore, but the web is a global place, you don’t have to host there. I recommend searching around, you should find some good sites.

Hi, I am checking back. I have my web hosting up and my domain at domain.com
Is this correct? Can I just create a free one and use my domain later? Don’t understand why they ask me to pay for my domain mapping.
You don’t need WordPress.com if you have paid for hosting, it’s a completely different thing.
Just install WordPress on your hosting provider: https://codex.wordpress.org/Installing_WordPress
