“I would like to download files…” I think you mean ‘upload files’.
Yes, click the ‘Add new’ button, to reveal the Upload Box, then click ‘Browse’ and wait for the file dialog box on your computer to appear, select the file you want to upload and close the file dialog box. Then click the ‘Upload Image’ button.

This method in MLP loads only ONE file.
Standard media library can select and upload multiple files via ‘Browse’ button.
Not always convenient to use d&d.
