Mobile first starter theme.

Greetings, I am looking to use wordpress to create a theme from scratch for my friend. I previously used underscores as my starter theme, even though I could make it responsive I would really like to work on this project with a mobile first approach. What options are available for creating mobile first themes from scratch using frameworks/starter themes? Thanks all.
