How do I create an FTP account?

I am trying to backup my Themes files using FTP and FileZilla, as described here:

I am an administrator for our wordpress page.

I cannot see how to create an FTP account under ‘Users’ and the credentials for my admin account (that work on wp-admin) do not work for trying to connect via filezilla.
