What role are you using ?
And do you have any plugin that restricts access to the backend ?

Yes i am using Ultimate Member to assign roles to my users and in Ultimate Member role setting i have given them the capabilities of WordPress CEO role. Thus for testing purpose all the roles i am currently using are created using Ultimate Member and are having capabilities of WordPress CEO role. One more thing when i use the featured image functionality with admin access it works. But when i login with other accounts created by website registration process with different role(Having WordPress CEO Capibilities). This error occurs

I am reasonably sure the issue is that one of your plugins or your theme restricts access to the back-end for non-admin roles, and this restriction doesn’t allow AJAX calls.
I am using Theme My Login, and this plugin has a setting to restrict access to the back-end, and if I enable this, I cant upload images or Featured images.
Try and see if you can find the setting, if not, disable your plugins and activate them on by one to find out which one is blocking the access.
If you need to restrict access to the back-end, I have made a plugin Frontier Restrict Backend that will restrict access to the back-end but allow ajax calls.
