Help. Quote Replacement Issue

I just noticed posts that I have made using normal quotes (char 34) are converted into open quotes (“) and close quotes (”) as the text from the post is displayed in the browser or feed.

A) How do I hack this out of the source code? Where is it located?

B) Why is this not a bug? How annoying.

C) At least put an option to turn this off in the option screens.
