Did it work with test users and then with “real” users it didn’t work? That’s strange.
Please use the test.csv and then fill it with your own data.

How does the software know when to add someone as apposed to updating teir record? I am assuming it uses an email address but want to confirm?

So I just discovered why it was not working and that is because I missed the part about the Username and email needing to be the first 2 columns. Once I made that change it worked but I have another question.
When I do import, I get a few records that show that the user already exists. The whole point of the import it to add new users and also, correct information in a users record. So will this import not overwrite existing user data?

The username is the reference.

Please read the documentation.
If the cell has a data this is overwritten. If not, it can be deleted or ignored (there is an option for this).
