What is the name and/or link of the “under construction” slider?
I’m guessing it’s caused by a plugin that you installed right? Simplest way would be to deactivate that plugin.
Uninstalling wouldn’t be needed to remove the plugins features if you plan on using it again later.

Go to http://www.yoursitename.com/wp-admin and login. Once you’re there look on the left bar for “plugins” and click it. Then to “installed plugins” below it. Check the list for anything that looks like what your describing and click “deactivate”.
Can you make your request clearer?
Is it that you cannot find the “Deactivate” link under Dashboard>>Plugins?
OR
You have tried to click on the “Deactivate” link but it is not “working”?

If you can’t find any plugin with “under construction”, then the best bet will be to deactivate all the plugins, and install one-after-the-other, in other to get the affected plugin
Not a bad idea, but if someone else built this site for you then it’s possible that there could be important features of your site being used by plugins that you aren’t aware of.
If you are afraid you are going to make things worse then it would probably be best to contact whoever built the site for you if you didn’t build it yourself.
