Migrating a WordPress website issues

I am trying to move a WordPress site to another host. The designer won’t give phpmyadmin access. I usually use WP clone by WordPress academy and it usually works great. I am able to back up but not restore. I get 403 permission denied when I try and restore on new host. How do I resolve this?
